Executive Summary:

BACKGROUND

 

Lake County Special Districts Administration (SDA) needed an upgrade on our connection to the County network. The connection has been provided via a direct line of site radio transmitter/receiver from the Lake County Courthouse to the SDA main office located at 230 N. Main Street, Lakeport, CA. Working with the County’s IT Department, SDA is migrating to a fiber-optic cable connection to supply a better and more reliable network connection to the main office. To achieve this changeover a new conduit needed to be installed from the Courthouse to SDA’s office.

 

PROJECT DESCRIPTION

 

Install +/- 240 LF of 2” conduit and a pull rope for a future fiber-optic cable to be placed in. The alignment of the new conduit will need to run across the existing Lake County Museum Park, from an existing splice box near the Law Library to an existing splice box located in the sidewalk along the west side of N. Main Street. An existing conduit exists under N. Main Street, from the west side splice box to a spice box located in the sidewalk along the east side of N. Main Street outside of SDA’s office. No new conduit will need to be installed between the existing splice boxes along N. Main Street. An additional +/- 15’ section of new conduit will need to be installed, from the splice box outside of SD’s office to SDA’s basement. Two sections of existing sidewalk, one on either side of N. Main Street, will need to be removed and replaced to install the new conduit. Replaced sidewalk will need to be constructed per the City of Lakeport’s construction standards. The most efficient way to achieve this is to install the conduit by the horizontal directional drilling (HDD) method as opposed to the open trench method. A City of Lakeport encroachment permit will also be required for this project. Special Districts will obtain the encroachment permit prior to the start of construction.

This a publicly funded project and contractors are required to follow all City of Lakeport, County of Lake, and State requirements in regards to environmental laws, contractor licensing, labor compliance and apprenticeship regulations.

 

CONSTRUCTION PHASE

 

SDA entered into an agreement with Empire Earthworks, LLC of Sebastopol, CA on January 30, 2023 in the amount of $59,997.00 to perform the conduit installation. Start of construction was delayed due to weather conditions and storm water runoff requirements. Work commenced on March 27, 2023 and was satisfactorily completed on April 17, 2023.
