Executive Summary:
Staff recommends that the Board of Supervisors, sitting as the Board of Directors of the Lake County Watershed Protection District, adopt resolutions accepting CNRA grant awards for six projects approved by the Blue Ribbon Committee for the Rehabilitation of Clear Lake. These funds are part of the $13.6 million secured by Assemblymember Cecilia Aguiar-Curry in the 2025 State Budget.
Funded Projects and Grant Awards:
1. Lake County Storm Water Infrastructure and Program Improvement Project - $1,021,515
Enhances storm water infrastructure and programs across Lake County, Lakeport, and Clearlake through assessment, planning, policy updates, and community outreach to reduce nutrient loads and improve resilience.
2. Clear Lake Harmful Algal Bloom (HAB) Monitoring, Prediction, and Control System - $404,000
Deploys LG Sonic’s MPC-Buoy system in HAB hotspot areas to reduce bloom severity, protect public health, and improve water quality. The award reflects a revised amount after partial funding through CDBG-DR.
3. Clear Lake Management Plan Development - $168,000
Supports development of a community-informed, collaborative lake management plan integrating ongoing efforts, identifying knowledge gaps, and advancing long-term lake health and coordination.
4. Limnological Sampling of Clear Lake (CLAMP Continuation) - $452,718
Ensures three more years of monthly ambient water quality monitoring in Clear Lake’s three arms to track nutrients and contaminants essential for local and regional water management and planning.
5. Enhancing Implementation of a Natural Shoreline Stewards Program - $755,091
Expands the County’s shoreline restoration efforts by incentivizing landowners, installing public demonstration sites, and delivering education, training, and outreach for long-term shoreline and habitat resilience.
6. Dredging Boating Ways and Stream Mouths of Clear Lake - $585,000
Funds pre-construction activities-planning, permitting, and design-to prepare dredging projects that will restore navigability, reduce sediment nutrient loading, and improve fish passage at key public access points.
