Executive Summary: (include fiscal and staffing impact narrative):

 

Lake County Sanitation District, (LACOSAN) is proposing to implement a grant program to assist private property owners with costs to repair faulty private laterals. Faulty private laterals are a significant source of Inflow and Infiltration (I & I) which increases the load on the public sewer system and increases treatment costs. I & I from private laterals is significant during periods of rainfall and high lake levels, when the public sewer system is often overwhelmed and sewer overflows and spills occur. I & I from private laterals can result in backups on the property and flood basements and households and cause manholes to pop open and release sewage in the streets.

 

We are proposing to allocate $30,000 to be used for this pilot program. The pilot program will continue until the initial funds are depleted. At that time, we will review the program and evaluate the usefulness and determine if any changes need to be made to make it more effective, or if the program should continue. 

 

The program will pay one half of the cost of repairs or replacement, up to $3,000 for each approved applicant.

 

To be eligible for the funds, the property owner will need to schedule a CCTV inspection with LACOSAN staff or they can hire a third party to conduct the CCTV inspection. This will determine if the planned repairs will reduce I & I which is required for the grant funding to be approved.

 

Typical sewer laterals are designed to last 20 to 50 years. Many homes in Lake County are older and sewer laterals are failing. The cost to replace or repair them can be burdensome on property owners. We hope that this pilot grant program will encourage and assist property owners to replace or repair faulty laterals and reduce the load on the public sewer system as well as protect their own property from sanitary sewer overflow.
