Executive Summary:

 

Attached for your review is a Resolution cancelling Fund 254 Lake County Sanitation District SE Regional O&M Reserve Designation in the amount of $1,012,708. The amount would be appropriated to Fund 254 Object Codes 783.14-00, 783.17-00, 783.18-00, 783.23-80, and 783.28-30 to replenish the LACOSAN operating budget due to the Robin Lane Spill expenses.

 

On January 11th the Robin Lane Spill incident occurred impacting 58 properties in the Clearlake area and emergency response activities were undertaken by Lake County Special Districts, which included but not limited to emergency response measures such as providing drinking water, portable showers, sinks, toilets, washer and dryers, emergency lodging, and the purchase of lime dolomite, flood barriers, and decon -30 to contain the spill and disinfect the area. The spill response also included the use of emergency pumper trucks from private businesses, the repair of the main utility line and staff labor that included overtime and regular hours by Special District staff.

 

The unexpected costs were not budgeted in the Fiscal Year 2025-26 adopted budget and funds were used from the existing operating budget, which has depleted the budget and now needs to be replenished.

 

The cost of the emergency response invoices was $543,963.09, the costs of the pumper trucks was $633,703.24, and the cost of the repair of the broken utility line and valves was $88,217.18, and the total costs of Special District Staff Labor was $139,433.21, bringing the total Special Districts Costs as of June 2, 2026 to $1,405,316.72.

 

Lake County Sanitation District SE Regional has a restricted fund balance O&M reserve designation in the amount of $1,012,708 as of May 22, 2026.

 

At the Fiscal Year 25/26 Mid-Year Budget there was $1,407,018 in the O&M Reserve and $150,000 was appropriated to fund the Robin Lane Sewer Spill emergency utility line and valve repairs. $182,310 was appropriated for a non-budgeted Lift Station #1 Pump replacement and $62,000 was appropriated to rebuild the Lake Intake Pump, both which were not related to the Robin Lane Spill bringing the total in the O&M Reserve to $1,012,708. 

In-house labor was already appropriated in the adopted budget and does not require additional funding due to staff savings.

 

$150,000 was appropriated at the mid-year budget to the sewer spill, so the remaining balance to the replenish the operating budget due to the Robin Lane Spill is $1,115,883.51, but there is only $1,012,708 remaining in the O&M Reserve. The remaining $103,175.51 will be covered by existing O&M funding already appropriated in the budget.

 

We are asking the Board of Directors, Lake County Sanitation District to approve the revisions to the FY 2025/2026 Adopted Budget.
