Subject: Consideration of Interim Urgency Ordinance Placing a Moratorium on Mobilehome Park Gross Rental Rate Increases Within the Unincorporated Area of Lake County
Executive Summary:
On August 19, 2025, the Board of Supervisors considered a Rent Stabilization Ordinance. The ordinance was not approved, however, an adhoc committee was formed to continue to research and find ways to mitigate the rent increases that mobile homeowners were experiencing.
The work of the adhoc committee has worked hard in the past 4-5 months with all that they have learned to return to the Board of Supervisors with a new version of the Rent Stabilization Ordinance originally produced for consideration. However, this effort and timeline is taking more time than had been anticipated. Meanwhile, the struggles of seniors on fixed income and those living in poverty continues to be exacerbated with more rent increases.
The adhoc committee is close, but a moratorium is needed in the meantime. While a moratorium needs to be extended every 45 days, we hope to have an ordinance back before then with the latest being no later than 90 days.
The moratorium places a hold on gross rental rates for mobilehome park lots/spaces until the Rental Stabilization Ordinance comes back to the Board of Supervisors.
