Subject: Approve Supplemental Services Agreement Number 2 between the County of Lake and NCE for consulting services related to the Design of Road Rehabilitation Plans and authorize the Chair to sign the Agreement
Executive Summary:
On October 26, 2021, your Board approved a Master Services Agreement with NCE for consulting services related to pavement preservation and rehabilitation of County Roads. That same date, your Board also approved Supplemental Services Agreement No. 1 which authorized NCE to prepare a Pavement Rehabilitation Plan for a County-wide road improvement plan. Today’s item proposes your Board’s consideration of Supplemental Services Agreement Number 2 for the preparation of construction plans and specifications for a pavement rehabilitation project for the Cobb Mountain Area.
Following the completion of the Pavement Rehabilitation Plan, staff prepared a Request for Qualifications (RFQ) for engineering design services for the preparation of construction plans for the roads in the Cobb Mountain Area. Seven proposals were received, and staff convened a Consultant Selection Board (CSB) per the County Purchasing Policy. The CSB reviewed all proposals and determined that NCE was the most qualified firm.
It should be noted that NCE intends to complete the plans and specifications for bidding in late 2023 or early 2024 for construction in the Summer of 2024.
