Memorandum

Date:                                          January 10, 2023

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Jessica Pyska, Chair, Lake County Board of Supervisors

                                          Eddie Crandell, District 3 Supervisor

Subject:                     Discussion and Consideration of Direction to Staff to Prioritize Regulations Surrounding Cannabis Retail Operations in the 1st Quarter of 2023

Executive Summary:

As you are all aware, the retail price of Cannabis has significantly diminished with the considerable uptick in production in the State of California in recent years.  This has affected local small businesses in their efforts to maintain viable, profitable operations.  In this environment, creating appropriate opportunity for local business while avoiding oversaturation of particular localities is a reasonable policy goal.

As we begin a new calendar year, we are asking that our Board discuss cannabis retail, and the regulatory approach that can best serve Lake County communities and promote sustainable economic development at this time.

Following this discussion and Public Input, our Board may provide Direction to Staff to prioritize consideration of regulations surrounding cannabis retail operations in the 1st quarter of 2023.

Community Development Director, Mireya Turner, will be present for this item.
