Subject:                     Consideration of Agreement Between County of Lake and Windsor Care Center of Sacramento (a Mental Health Rehabilitation Center) for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2025-2026 in the Amount of $500,000.00 and Authorize the Board Chair to Sign.

 

Executive Summary:

 

Approval is requested for a new Agreement with Windsor Care Center of Sacramento, a licensed and Medi-Cal certified Mental Health Rehabilitation Center (MHRC), to provide 24/7 residential treatment and rehabilitative mental health services to Lake County residents requiring a higher level of care.

This is a new provider for the County; therefore, no prior utilization or fiscal data are available. The facility will expand access to long-term treatment beds and reduce the need for out-of-county and state hospital placements.

 

The contract amount shall not exceed $500,000 for FY 2025-26. Funding is included in the Behavioral Health budget under Fund 145-4014 and is consistent with current projections for MHRC utilization. Payments will be based on actual bed days authorized and billed.

 

This agreement is exempt from competitive bidding under Section 2-38 of the County Purchasing Ordinance because Windsor Care Center is one of the few DHCS-licensed MHRCs available to serve Lake County residents. Due to the limited statewide bed capacity and regulatory requirements, competitive solicitation is not feasible.

 

This agreement supports Vision 2028 - Well-Being of Residents, by increasing system capacity for high-acuity clients, improving continuity of care, and reducing reliance on more restrictive or costly placements.
