Subject: Consideration of a Letter of Support for the County of Lake's Safe Roads and Streets for All Planning and Demonstration Grant Application
Executive Summary:
The County of Lake Department of Public Works is preparing an application for a Safe Streets and Roads for All (SS4A) Planning and Demonstration Grant from the United States Department of Transportation that is due on June 26, 2025
The U.S. Department of Transportation has two types of SS4A grants: (1) Planning and Demonstration Grants and (2) Implementation Grants.
Planning and Demonstration Grants fund the preparation and development of a Comprehensive Safety Action Plan (Action Plan). The purpose of the action plan is to develop a holistic, well-defined strategy to prevent roadway fatalities and serious injuries in the community.
Implementation Grants fund the design and construction of projects identified in the Action Plan. To be eligible for an Implementation Grant, the County must have a certified Action Plan. The County does not have a certified Action Plan, so it is not eligible for SS4A Implementation Grants to perform design and/or construction.
In FY2026, the Lake Area Planning Council (Lake APC) intends to update the County’s Local Road Safety Plan (LRSP Update) so the LRSP Update conforms to requirements of a certified Action Plan. Th projects listed below will be included in the LRSP Update. When LRSP Update is adopted by the Board of Supervisor, the County will be eligible to apply for an implementation grant for projects listed below.
Lake APC’s The available funding for the LRSP Update is not sufficient to advance planning to develop more accurate scopes of work, estimates, and benefit-to-cost ratios which will be used to prioritize projects for future Implementation Grant applications. The Public Works Director is submitting the application to fund advanced planning for the projects listed below.
The following corridor planning studies are included in the grant application:
• Nice-Lucerne Cutoff Corridor Safety Improvements (State Route 29 to Rodman Slough Bridge)
• Bottle Rock Road Safety Improvements (State Route 29 to State Route 175)
• Soda Bay Road Safety Improvements (State Route 175 to Stone Drive)
• Lakeshore Drive (North Lakeport) Safety Improvements (Nice-Lucerene Cutoff to Giselman Street (City of Lakeport))
• Keys Boulevard Safety Improvements (State Route 20 to Driftwood Village)
• Lucerne Roads Safety Improvements (State Route 20 from Foothill Drive to Country Club Drive, Country Club Drive from State Route 20 to Foothill Drive)
• Main Street/Morgan Valley Road (Lower Lake) Safety Improvements (State Route 29 to Sams Road)
• High Valley Road Safety Improvements (State Route 20 to Greenview Drive)
• Highland Spring Road Safety Improvements
The application will also include a School Area Safety Study, Downtown Business District Safety Study, and an Intersections Safety Study. The application also includes a demonstration project in Lucerne which will be used to inform the Lucerne Safety Improvements Project planning study.
The estimated cost of the work identified in the grant applications is $960,000, which requires the County to provide 20% matching funds in the amount of $192,000. In-kind contributions are eligible as Matching Funds for SS4A Grants.
The County intends to incorporate the studies in the LRSP as a supplemental document.
The Public Works Director asks the Board of Supervisors to support the grant application and authorize the Chair to sign the attached letter of support.
