Subject: Consideration of a) Construction Contract with Weeks Drilling & Pump Co., in the amount of $151,500 for a test well for the Spring Valley CSA-2 Water District (Pueblo Trail), and authorize the Administrator to Sign the Contract; b) Construction Contract with Weeks Drilling & Pump Co., in the amount of $177,500 for a test well for the North Lakeport CSA-21 Water District (Crystal Lake Way), and authorize the Administrator to Sign the Contract; and c) Construction Contract with Weeks Drilling & Pump Co., in the amount of $177,500 for a test well for the North Lakeport CSA-21 Water District (Worley), and authorize the Administrator to Sign the Contract
Executive Summary: The district has received a grant for additional water supplies for the Spring Valley and North Lakeport water systems. The funding is to install three wells, one in Spring Valley and two in North Lakeport. A test well must be drilled to ensure adequate water is found for each location and to ensure that it meets state requirements related to water quality. We have solicited quotes from five well drillers to complete the test wells. All three test wells were bid at the same time but as separate projects. Only two contractors showed up to the mandatory pre-bid/walk on February 18, 2025. The contractors had the option to bid on one, two or all three locations. Both reviewed the possible well sites and submitted bids for all three wells. After completing the bid analysis and including required add-ons to the bids, the engineers provided a bid summary. In all three locations, Weeks Drilling & Pump Co. was the lowest, responsive, and responsible bidder. The cost for the test wells will be covered by the grant funding and no additional funds are needed for these contracts.
Upon completion of the test wells, additional bids will be solicited to complete the production wells, connect them to the water system and install all necessary equipment.
