From:                                          Susan Parker, County Administrative Officer

Subject:                     Approve Amendment No. 2 to Service Agreement Between the County of Lake and Community Development Services (CDS)

Executive Summary:

On January 24, 2023, the County of Lake entered into an agreement with Community Development Services (CDS) for Community Development Block Grant (CDBG) support of the Microenterprise Technical Assistance Program in the amount of $232,550. These funds were awarded to the County of Lake grant number 20-CDBG-12082 on May 26, 2021, by Housing and Community Development (HCD).

This Microenterprise Technical Assistance Program assists entrepreneurs and existing small businesses with up to five employees, to obtain free technical assistance with marketing, accessing capital, credit repair assistance and other features of business ownership.

The Board of Supervisors approved Resolution 2024-30 on March 12, 2024, to submit an application to HCD to expand the Microenterprise Technical Assistance Program. That application was approved by HCD, and the County of Lake was granted allowance to utilize available program income funds August 20, 2024, grant number 22-CDBG-PI-00047.

On June 11, 2024, Amendment No. 1 to the contract for services between the County of Lake and Community Development Services (CDS) was approved by the Board with a not to exceed amount of $372,232. There was a clerical error where the entire amount of $335,000 for Activity Delivery was not captured. This Amendment No. 2 will correct that error and increase the not to exceed amount to $567,550.
