SUBJECT: Adopt Resolution Approving a Cooperative Agreement with the U.S. Department of Agriculture to Provide an Animal Damage Control Program for the County of Lake
EXECUTIVE SUMMARY:
I would like request your Board adopt the attached Resolution which approves the Work and Financial Plan, between Lake County and USDA APHIS Wildlife Services for July 1,2017 through June 30, 2018. The Work and Financial Plan amount is $83,634, which is less than the previous agreement because the half-time position has been reduced by 50% due to budget constraints. The previous agreement was $98,395. The revenue accounts for 83% of the budget and it originates from local property taxes.
At the time the budget for Wildlife Services was adopted, the agreement allowed for only one trapper and the intent was to have one and one-quarter trappers. The additional amount for the one and one-quarter trappers is $16,625 and I propose that this amount be approved at the next mid-year budget review. Wildlife Services maintains an Integrated Wildlife Damage Management Program in Lake County to protect residents, property, livestock, crops and natural resources from damage caused by predators and other nuisance wildlife. The Wildlife Services Program provides Federal leadership in managing these issues. Federal trappers use wildlife damage management strategies that are biologically sound and environmentally safe. They work with State Fish and Wildlife when managing wildlife problems and strive to reduce damage caused by wildlife to the lowest possible levels while at the same time reducing wildlife mortality.
Should your Board adopt the Resolution, please have the Chair sign three (3) original copies of the Work and Financial Plan and return to the Department of Agriculture for further processing. A signed, completed copy will be returned for your files.
