To:                                          The Honorable Lake County Board of Supervisors

From:                                          Elise Jones, Director Behavioral Health Services

Subject:                     Adopt Resolution Authorizing the Standard Agreement Between the County of Lake and the Department of Health Care Services for Drug Medi-Cal Services for the Period of July 1, 2023 through June 30, 2027 and Authorizing the Behavioral Health Director to Sign the Standard Agreement and the Contractor Certification Clause.

Executive Summary:

Lake County Behavioral Health Services acts as the County Drug Medi-Cal plan, acting as a direct service provider and pass-through for Medicaid and Medicare reimbursable Substance Use Disorder Treatment Services. This agreement reflects a renewal of our contract with the Department of Health Care Services for Drug Medi-Cal. The previous agreement spanned July 1, 2020 through June 30, 2023. The present agreement will span from July 1, 2023 through June 30, 2027 and represents $133,800,000 worth of services that may be provided and reimbursed during this time, or $33,450,000 per year. This represents a $7,835,000 increase per year from the previous performance agreement. This increase is due to CalAIM payment reform and resulting increased rates for services.
