Subject:                     Consideration of an Update on N. Lakeport FLASHES Projects

 

Executive Summary:

 

As your Board is aware, the N. Lakeport FLASHES Firemain-Linked Auxiliary Supply Hydraulic Energy Storage (FLASHES) System Projects scored very favorably in the Microgrid Incentive Program (MIP) process, facilitated by Pacific Gas & Electric Company (PG&E) and regulated by the California Public Utilities Commission (CPUC).  County staff hope to bring your Board the opportunity to Accept an MIP Grant Award to facilitate completion of pre-construction elements of the FLASHES projects later this year. 

 

On June 26, 2025, the CPUC adopted a Resolution directing PG&E to modify Grant Award language for the Microgrid Incentive Program; those changes, made in response to input from local government representatives including members of your Board and staff, are expected address concerns raised with the previous MIP Grant Award language.

 

Given acceptance of the Grant Award and progress through the pre-construction phase of the project will encompass multiple significant milestones, Michael Day of Trane will present a detailed update, as background for your Board’s future decision-making, including the following:

                     Summary/Overview of the Poe Mountain FLASHES Projects;

                     The Scope of Work Proposed for Completion with MIP Funding; and

                     Anticipated Project Timeline and Next Steps

 

The County of Lake’s Community Development Director, Mireya Turner, will likewise be present to speak to the environmental review process surrounding the FLASHES project.

 

No specific action is recommended.  However, your Board may consider providing Direction to Staff, as appropriate.
