Subject:                     Approve Contract between County of Lake and Lake Family Resource Center for Domestic Violence Services, in the amount of $25,000 per fiscal year from July 1, 2022 to June 30, 2025, and authorize the Chair to sign.

 

Executive Summary:

Lake County Department of Social Services contracts with Lake Family Resource Center (LFRC) to provide domestic violence (DV) services for CalWORKs recipients and their families. LFRC provides essential services to domestic violence victims including shelter, counseling, and referrals to other appropriate agencies. Since all services provided are confidential, it is possible additional CalWORKs clients are served that we are unaware receive services. Furthermore, the domestic violence services provided by LFRC are available to anyone in the community, and not exclusive to CalWORKs recipients. Lake Family Resource Center is the only agency in Lake County that has a shelter specifically serving domestic violence survivors and their families.  The DV shelter paired with DV group and one-on-one counseling ensures clients receive a broad array of domestic violence services.  Over the last FY (due in large part to COVID19 pandemic) fewer clients accessed services.  We had 17 clients reside in the shelter, provided 56 counseling sessions, 73 group sessions attended, and two families housed through LFRC’s DV Housing services. Due to the unique nature of this service, DSS is requesting an exemption from the competitive bidding process using Section 38.2(2) of the County Purchasing Ordinance #3109.

 

Funding for this contract is derived from the CalWORKs single allocation.
