Subject: Approval of Memorandum of Understanding Between Lake County Behavioral Health Services and Lake County Health Services Department, Public Health Division, for the 2026 Pride Fair, and Authorize the Board Chair to Sign.
Executive Summary:
Lake County Behavioral Health Services requests approval of a Memorandum of Understanding with the Lake County Health Services Department, Public Health Division, to support opioid-related prevention, education, and outreach activities conducted in connection with the 2026 Pride Fair.
The 2026 Pride Fair provides an opportunity for targeted community outreach, health education, and connection to substance use prevention resources in a welcoming and accessible setting. Under this MOU, Behavioral Health Services will provide Opioid Abatement Settlement Funds to the Health Services Department in an amount not to exceed $867.00. These funds will reimburse eligible event-related costs that support opioid abatement activities, including substance use-related information, outreach materials, prevention messaging, and related documentation of individuals reached.
The MOU requires the Health Services Department to submit a brief report to Behavioral Health Services within 30 days following the event. The report must include a description of activities conducted, the number of individuals reached, the number of individuals provided with substance use-related information or resources, copies or examples of outreach materials used, and any relevant documentation of the activities. Reimbursement will be made on a cost-reimbursement basis upon submission of an invoice, supporting receipts, and documentation of expenditures.
The term of the MOU is April 1, 2026 through June 30, 2026. Because planning and eligible event-related activities began prior to Board approval, approval is requested retroactively to April 1, 2026.
The total cost of this MOU shall not exceed $867.00 and will be funded with Opioid Abatement Settlement Funds. There is no additional impact to the County General Fund.
