Subject:                     (a) Consideration of Letter of Opposition to AB 2882, which proposes changes to the Community Corrections Partnership; and (b) Consideration of Letter of Opposition to SB 1057, which proposes changes to the Juvenile Justice Coordinating Council

 

AB 2882, introduced by the Honorable Assemblymember Kevin McCarty (6th District, City of Sacramento and unincorporated areas, longtime Chair of the Assembly Budget Subcommittee on Education Finance), proposes to enact major changes to the funding and coordination of local adult rehabilitation efforts. Specifically, it would amend the composition of the local Community Corrections Partnership (CCP) and the CCP Executive Committee; specify new plan development and processing requirements at the local level; and add considerable new CCP data collection and reporting requirements.

 

SB 1057, introduced by the Honorable State Senator Caroline Menjivar (20th District, Burbank and San Fernando Valley), would repurpose and reprioritize funding the Probation Department relies on to provide necessary services to youth and families in Lake County who have contact with the justice system. It would change the composition of the Juvenile Justice Coordinating Council and change the multi-agency Juvenile Justice Plan.

 

Particularly in rural Counties, Chief Probation Officers and County Probation Departments play a crucial coordination role, ensuring system-involved youth and individuals have the services and support they need to promote the best possible outcomes.

 

AB 2882 and SB 1057 have the potential to disrupt necessary services to Lake County and make our communities less safe.  If both are approved, as written, maintaining well-coordinated services and continuity of care would become much more difficult. 

 

For the reasons described in the attached Letters, I ask that your Board Oppose AB 2882 and SB 1057.

 

The Letters have been reviewed by Matthew Rothstein, Chief Deputy County Administrative Officer and Legislative Coordinator.  Mr. Rothstein found an “Oppose” position would be consistent with previous Board action on 2023’s AB 702.
