ABATEMENT SUMMARY:

On May 22, 2019 Code Enforcement staff was contacted by the Lake County Sheriff Office about a property on Third Ave. that needed to be red tagged for life safety issues. Code Enforcement Officer Andrew Williams and Building Inspector Tod Elliott were dispatched to the site to evaluate condition of the property. The occupant had been declared deceased in house early that morning. The property had no running water- water bottles were full of urine (15 to 20 1.5 gallon bottles). It had a large amount of animal waste, human waste and rotting garbage. There was mold throughout the house. 6 to 8 dogs were taken by Lake County Animal Control. The property was tagged uninhabitable.

On May 23, 2019, a case file was opened and discussed with Code Enforcement Supervisor and Chief Building Official concerning summary abatement.

On May 24, 2019, Supervisor Crandell was contacted by Officer Williams and made aware of the state of the property and the summary abatement commencement.

On May 30, 2019, An email was sent to County Counsel about summary abatement and on 06/03/2019 received an email stating summary abatement and that we “have sufficient grounds for a summary abatement - to the extent you are abating those elements that create imminent harm only.”

On June 03, 2019, staff requested authorization to initiate a summary abatement for the removal of the hazardous issues that cause life safety issues and board up residence.

On June 04, 2019, the Community Development Department Director authorized staff to initiate the summary abatement process after being fully briefed on life and safety hazards at 6070 Third Ave. in Lucerne to include photos of property inside and out and that the 3rd District Supervisor has been made aware of the conditions. County Counsel has been consulted as stated above.

On June 12, 2019, staff conducted a site visit with Leonard’s Hauling and Tractor Service and Northern Industrial Construction to obtain bids for the summary abatement. Leonard’s Hauling and Tractor was selected to perform the abatement of the hazardous issues and board up residence.

On June 21 2019, abatement was complete and hazardous issues were mitigated and residence was made secure.
