Subject: Consideration of Resolution Authorizing the Behavioral Health Director to Sign the Standard Agreement 24-40117 with the California Department of Health Care Services for Bond BHCIP Round 1: Launch Ready Program Funding
Executive Summary:
Lake County Behavioral Health Services (LCBHS) requests Board approval of a Resolution authorizing the Behavioral Health Director to execute Standard Agreement 24-40117 with the California Department of Health Care Services (DHCS) for Bond Behavioral Health Continuum Infrastructure Program (BHCIP) Round 1: Launch Ready funding. Acceptance of this award will fully resource the revitalization and expansion of LCBHS’s South Shore clinic, enabling a significant increase in community-based mental health and substance use disorder (SUD) services for residents of Clearlake and the greater South Shore.
This capital project will materially expand access and capacity across core service lines by adding additional exam/consult rooms and group spaces; creating dedicated areas for same-day access and post-crisis follow-up; and outfitting a medication-assisted treatment (MAT) suite (including long-acting injectables) alongside integrated SUD and Specialty Mental Health (SMHS) outpatient care. The redesigned, trauma-informed layout also strengthens youth/family services, telehealth readiness, and care coordination with county and community partners-reducing wait times, improving throughput from Mobile Crisis and hospital discharges, and decreasing avoidable emergency department and justice-system utilization. The project advances County priorities under CalAIM, DMC-ODS, and Behavioral Health Services Act transformation by co-locating interdisciplinary teams, expanding group and peer-led programming, and improving ADA accessibility and client experience.
The State award totals $7,728,800 and is matched locally by $644,525 with no impact to the County General Fund. The local match is met primarily through Opioid Settlement Funds cash ($600,000) and eligible documented project costs incurred to date. Approval of this item authorizes execution of the Standard Agreement and routine, non-substantive amendments, allowing LCBHS to move directly into the next phase of design, permitting, and build to deliver expanded services to the community.

Recommended Action: Adopt Resolution authorizing the Behavioral Health Director to execute Standard Agreement 24-40117 with the California Department of Health Care Services for the Bond Behavioral Health Continuum Infrastructure Program (BHCIP) Round 1: Launch Ready Program in the amount of $7,728,800, and to take all actions necessary to implement the South Shore Clinic Expansion Project in compliance with program requirements.
