Subject:                     Approve Amendment Two to the Engineering Services Agreement for Staff Augmentation between County of Lake and Coastland Civil Engineering, LLC that increases the not to exceed amount to  $750,000 and Authorize the Chair to Sign Amendment Two

 

 

Executive Summary:

 

The Public Works Director recommends the approval of Amendment Two that increases the not-to-exceed amount for FY 2024 - FY 2025 from $250,000 to $750,000 and adjusts the billable rates for that period, and the authorization for the Chair to sign the amendment.

 

On November 14, 2023, the Lake County (“COUNTY”) Board of Supervisors (“BOARD”) approved the Engineering Services Agreement (“AGREEMENT”) for Staff Augmentation dated November 14, 2023, between the COUNTY and Coastland Civil Engineering, LLC (“Coastland”) in an amount not to exceed $250,000.00 per year for a period of three years.

 

On June 7, 2024, the BOARD executed Amendment One to the Agreement dated May 21,2024, which changed the applicable period for the not-to-exceed amount from each calendar year to each fiscal year.

 

The Public Works Director anticipates requiring more engineering support than currently allowed by the contract. 

 

Coastland has provided a variety of staff augmentation services including but not limited, (a) drafting a Title VI Implementation Plan, a Quality Assurance Plan for Construction Materials Testing, several Requests for Qualifications; (b) supporting grant applications and modifications; (c) providing geotechnical recommendations for road repairs; and (d) providing project management support for design and construction projects.

 

As the County is currently attempting to fill the Assistant Public Works Director and four (4) Engineering and Inspection Division positions, staff augmentation services provided by Coastland are necessary.

 

The staff augmentation costs are billed to the existing budget of specific projects or other allowable fund for the type of work requested.
