Subject:                     Consideration of a) Award of 2025 Chip Seal Rock Materials to Granite Construction; and (b) Award of 2025 Chip Seal Emulsion Materials to Western Emulsions, Inc.

 

Executive Summary:

 

The Public Works Department plans to resurface approximately 37 centerline miles of roads this summer. Earlier this year staff solicited two separate requests for proposals (RFPs) for the materials necessary for the resurfacing work - one RFP for rock (specifically 5/16” chips) and one RFP for oil (specifically polymer modified rejuvenating emulsion). Two proposals were received for each RFP, and staff convened a selection committee to review and rank the submittals. The committee ranked Granite Construction as the most responsive proposal for the rock RFP, and Western Emulsions, Inc. as the most responsive proposal for the oil RFP.

 

The not-to-exceed amounts for each purchase order are calculated based on estimated quantities plus 10%. The project is fully funded using a portion of the County’s allocation of SB1 (Road Repair and Accountability Act of 2017.

Recommended Action: 

 

a) Authorize the Public Works Director to sign a Purchase Order to Granite Construction not to exceed $426,800 for 2025 Chip Seal Rock Materials; and

b) Authorize the Public Works Director to sign a Purchase Order to Western Emulsions, Inc. not to exceed $788,629 for 2025 Chip Seal Oil Materials.
