Subject:                     a) Consideration of Code Enforcement Priorities During the Drought Emergency; and b) Consideration of a Code Enforcement Ad Hoc Committee

 

Executive Summary: (include fiscal and staffing impact narrative):

A)

 

Code enforcement deals with a plethora of municipal code violations throughout Lake County. The amount of complaints and issues can be overwhelming and difficult to triage on a regular basis.  However, during this drought emergency declaration we feel that Code Enforcement’s activities should align with drought issues with specific priorities approved by the Board of Supervisors for Code Enforcement to focus on.  These are the priorities below that we would like to discuss with the board to provide guidance and direction to our Code Enforcement team.

 

Key priorities:

-                     Illegal cannabis grows

-                     Illegal water trucks

-                     Hazardous vegetation

 

B)

 

We feel that with the administrative penalties, an urgency water truck ordinance, and an action plan for attacking these new priorities that a Code Enforcement Ad Hoc Committee should be created to work efficiently and collaboratively to move these action items along.  The committee is suggested to consist of the following members:

 

-                     Interim Community Development Director or Designee

-                     County Counsel or Designee

-                     Code Enforcement Manager or Designee

-                     Sheriff or Designee

-                     Water District Director or Designee

-                     Supervisor Crandell

-                     Supervisor Sabatier
