Date:                                          April 9, 2024

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Crystal Markytan, Director, Social Services

Subject:                     Approve Contract between County of Lake and Prentice Long for Public Authority Labor Negotiation Services, in the amount of $30,000 per year from February 1, 2024 to January 31, 2027, and authorize the Chair to sign.

Executive Summary:

Prentice Long has provided labor negotiation consulting services for Lake County’s In Home Supportive Services (IHSS) since March 9, 2021. This contract extends their services for three years. On November 9, 2023, the Department of Social Services (DSS) completed a Request for Proposals for Public Authority Labor Negotiations in accordance with County Code Section 2.38, 38.2 (3) B. Three firms responded, and Prentice Long was chosen due to their superior pricing and the quality of their work in previous agreements with LCDSS.

Contract services include consulting services and legal representation for the IHSS Board of Supervisors and its Director on matters relating to employment conditions and employee-employer relations. Contractor will also meet with employee organizations, prepare memoranda of understanding in a manner approved by the board and director, and make agreement related documents available to LCDSS upon request.
