Subject:                     Sitting as the Board of Directors of the Lake County Watershed Protection District approve the Memorandum of Understanding: Implementation of the Westside Sacramento Integrated Regional Water Management Plan for the Westside Subregion of the Sacramento River Funding Area, and authorize the Chair to sign

 

Executive Summary:

The purpose of this Memorandum of Understanding (MOU) is to implement the Westside Sacramento Integrated Regional Water Management Plan (Westside IRWMP) by the Westside Sacramento Regional Water Management Group (RWMG). Lake County is within the "Westside Sub-Area" hydrological unit which is part of the larger Sacramento River Funding Area. The Westside Sub-Area contains the watersheds of both Cache Creek and Putah Creek. The development of an IRWMP for this hydrologically linked region will require the coordinated efforts of four counties: Lake, Yolo, Solano, and Napa.  Specifically, the RWMG consists of the Lake County Watershed Protection District, Napa County Flood Control and Water Conservation District, Solano County Water Agency, and Yolo Sub basin Groundwater Agency.

 

Integrated resource planning is a comprehensive approach to resource management and planning. It is a systems approach that explores cause-and-effect relationships affecting water resource components (water use, quality, and supply) in a given region. The focus is on understanding how changes in the management of one component will affect the others. Because these components are normally not confined to the boundaries of a single water management agency, a consensus-based, cross- jurisdictional, regional approach may be required to formulate comprehensive, win-win solutions to identified problems.

 

Since 2010, Lake County has been a part of the Westside IRWMP group, and has benefited greatly from the fostered coordination, collaboration, and communication between the members, the RWMG and other agencies.  For example, Special Districts recently was awarded about $2M in prop 1 funds to conduct much-needed improvements to vital drinking water infrastructure throughout the County.

 

This MOU supersedes the MOU signed by the RWMG in September of 2010, and amended in January and July of 2013, to develop the Westside IRWMP.
