Subject: Consideration of Workshop Presentation for Public and Board Input regarding the Prohousing Designation for the County of Lake
Executive Summary:
The County of Lake has an opportunity to become a Prohousing Designated jurisdiction in the state of California, which provides a competitive advantage for grant funding opportunities and further demonstrates the County’s commitment to the development of affordable housing in the community.
Jurisdictions awarded a Prohousing Designation will receive a competitive advantage on some affordable housing and infrastructure grant programs, including the Affordable Housing Sustainable Communities Program, Transformative Climate Communities, and the Infill Incentive Grant Program.
Administration has retained a Consultant, 4Leaf, Inc., to prepare the Prohousing Designation application. The Prohousing Designation Program (PDP) will provide the County with advantages in certain grant funding programs, which may result in additional grant funding for affordable housing and infrastructure in the future. The Prohousing Incentive Pilot Program (PIP) will provide the County with the opportunity to apply for up to $750,000 in funding, depending on the final Prohousing Designation score.
This item is being presented for discussion and direction only. The workshop does not involve commitment to a definite course of action, approval of a project, adoption of a policy, or authorization of funding.
Staff welcomes your Board’s input surrounding opportunities to increase the preliminary point total required to apply for the PDP and PIP program and Recommends Direction to Staff to reconvene for a Public Hearing to authorize staff to apply for the PDP and PIP program on March 24, 2026. Pursuing adoption of these Resolutions prior to March 31, 2026, will preserve the County’s ability to apply for the program while the County is in compliance with all applicable State housing laws, and retain eligibility to pursue time-sensitive funding applications.
