Subject:                     Consideration of Contract Change Order No. 3 to the contract with Argonaut Constructors, Inc. for the 2024 Pavement Rehabilitation Project for an increase of $311,850.00; and Authorize the Chair to sign

 

 

Executive Summary:

 

On April 8, 2025, your Board entered into a contract with Argonaut Constructors for the pulverization of approximately 16 miles of roads in the Cobb area, followed by either a chip seal surface application or a hot mix asphalt (HMA) surfacing, depending on the roadway segment.

 

On September 9, 2025, your Board approved a contract change order to modify the scope by replacing the planned chip seal surfaces with asphalt concrete on roads that had already been pulverized and chip sealed under the original contract. The asphalt quantities for that change order were calculated using an estimated 2-inch HMA overlay. However, once construction began, field conditions revealed that several roads had surfaces that were highly irregular, with extensive rutting and distortion. In many areas, achieving a uniform, structurally sound, and drivable surface required the placement of asphalt at depths between 2.5 and 3 inches. As a result, the paving quantities exceeded the prior estimate by approximately 1,450 tons, and the paving budget was exhausted before the contractor could complete the four remaining roads within the project scope.

 

Proposed Change Order No. 3 requests additional funding to complete the remaining work based on field conditions encountered throughout the project. Funding for this change order is available within the Road Maintenance and Rehabilitation Account apportionments, and there are sufficient capital appropriations in Budget Unit 3011, Roads.

 

Approval of Change Order No. 3 will increase the contract by $311,850.00, resulting in a revised contract amount of $6,453,941.38. This remains well below the original construction estimate of $8,929,115.61.
