Executive Summary:

Lake County Behavioral Health Services (LCBHS) recommends approval of a two-year agreement with Archway Recovery Services, Inc., a certified Drug Medi-Cal provider, for the provision of residential substance use disorder (SUD) treatment services for eligible beneficiaries. Archway operates multiple residential programs in Napa and Solano Counties, offering American Society of Addiction Medicine (ASAM) Levels 3.1, 3.2, and 3.5, and accepts referrals from Lake County for both DMC-eligible and non-DMC clients.

The agreement establishes a not-to-exceed amount of $500,000, which includes reimbursement for DMC-billable services as well as coverage for non-Medi-Cal-eligible individuals other available Department funding.

Archway began providing services to Lake County clients in early 2025, significantly expanding residential treatment options, particularly for individuals impacted by opioid use disorder and co-occurring behavioral health conditions. Although utilization is still emerging, billing and service data from FY 2024-25 and CY 2025 confirm active placements across multiple program levels. Due to low case volume, this data is being treated as confidential to protect client privacy.

This contract supports the County’s strategic priorities under CalAIM and the DMC-ODS Waiver, ensuring access to medically necessary residential treatment for SUD and reducing barriers to care for high-risk, underserved populations.
