SUBJECT: (a) Approve Agreement between the County of Lake and Jones Towing for towing services in an amount not to exceed $110,000, from July 1, 2017 to June 30, 2020, and authorize the Chair to sign; and (b) Approve Agreement between the County of Lake and Kelseyville Auto Salvage and Towing for towing services in an amount not to exceed $60,000, from July 1, 2017 to June 30, 2020, for the Abandoned Vehicle Abatement Program, and authorize the Chair to sign.

EXECUTIVE SUMMARY: Code Enforcement staff solicited requests for sealed bids from nine local tow companies in order to obtain price quotes for towing services for the County’s Abandoned Vehicle Program; also known as the “AVA Program”. The AVA program is no cost to the County of Lake as funding is provided through the Abandoned Vehicle Trust Fund, money that is collected through California Department of Motor Vehicle registration fees.
Two proposals were received from local bidders on the list and both bidders are qualified to provide the required services. Out of these two bidders, only one of them bid for the removal of recreational vehicles, boats and boat trailers.
Upon the issuance of the bid document, the county was initially separated into multiple “Tow Contract” areas and bidders were allowed to bid on each area. With only two proposals being received by code enforcement staff, staff decided it is in the best interest of the “AVA Program” and the County and revised the tow contract areas by dividing the county into two separate tow areas; North Section 1 and South Section 2 as shown on the attached “Revised” Tow Contract Area Map and Exhibit A of the attached contracts. Negotiations were then conducted with both bidders and contracts are to be awarded as indicated in the attached contracts with each bidder providing “back up” services for the other as described in the attached AVA contracts; Section I, Sub-Section C (6).
While the County has the option of entering into one contract with the overall lowest bidder, staff believes that it is suitable to enter into separate contracts with both bidders. The bid proposals were not competitive for the towing of recreational vehicles, boats, including boat trailers, as Jones Towing was the only bidder that provided a quote for this abatement service, Kelseyville Auto Salvage and Towing provided a quote for removing cars and light trucks only. However, staff believes that Jones Towing offered fair rates for the removal of these vehicles in both areas of the County. Therefore, the proposed contract with Jones Towing includes the towing of recreational vehicles, boats, including boat trailers county-wide. This is also the reason for the difference in the “not to exceed contract amounts”, as the recreational vehicles, boats and boat trailers are more expensive to remove and dispose of.
Due to the reason of being put aside and overlooked for a period of time, this item was not brought to the Board in a timelier manner for approval. Staff has discussed this matter with the County Auditor, and they are in concurrence to back date the contract to July 1, 2017.
