Subject:                     Approve Agreement between County of Lake and State of California for the housing and training of incarcerated individuals for the period of July 1, 2023 through June 30, 2026 for an amount not to exceed $28,714; and authorize the Chair to Sign.

 

Executive Summary:

 

The State of California runs the Pine Grove Youth Conservation Camp for incarcerated individuals between the ages of 18 and 25 who have been adjudicated for serious juvenile charges. At this program, individuals are trained to fight forest fires and actually apply their training to fight fires throughout California.  When a county Probation Department sends youth to this program, the County is responsible for training costs of $81 per day for up to the first two weeks the individual is at the program. After that, the County is responsible to pay $10 per day for the housing of the person.  This contract would provide for Lake County to send up to three individuals to the program over the next three years.

 

In the past, individuals would be sent to the Pine Grove facility from the State of California, Division of Juvenile Justice facilities. These facilities are closed as of June 30, 2023, and now counties are provided with the opportunity to directly send individuals to the program when there is a contract in place. At this time, the Probation Department does not have an identified individual to participate in the program, but this contract would allow for the Department to be ready should the court order someone to participate.

 

Because this is a contract with the State of California, the signature page does not provide for the standard signature lines as other County of Lake contracts.
