Subject:                     Approve an Agreement between the County of Lake and Califa for the Provision, Installation and Maintenance of Advanced Network (Data) Services, for the period from July 1, 2021 until June 30, 2022 for an amount not to exceed $50,000 annually; and authorize the Chair to Sign.

Attached, for your approval, is the Agreement between the County of Lake and Califa for Advanced Network (Data) Services for the upcoming of the 2021-2022 Fiscal Year.

This agreement with Califa will allow the library to continue in the State Library Broadband Project, a project of the state library to connect libraries to the California Research and Education Network (CalREN) provided by the Corporation for Education Network Initiatives in California (CENIC). CENIC is a nonprofit corporation formed in 1996 to provide high-performance, high-bandwidth networking services to California universities and research institutions. The Califa Group is a not-for-profit membership cooperative serving libraries and information organizations in California and has been appointed by the California State Library to manage the Broadband project.

The most important benefit of continuing with CENIC is the 500Mbps high speed internet broadband connection for all four branches of the Lake County Library, which according to Information Technology Director Shane French, is currently suiting our needs. CENIC also completes the competitive bidding process and applies for e-rate discounts on our behalf, which saves staff time. E-rate is a federal program that provides telecommunications discounts to schools and libraries.  This connection helps support current digital library offerings such as downloadable eBooks, audiobooks, streaming video and other digital resources the library makes available to the public as well as provide a fast, stable connection to the public for connecting to the internet at all four branches of the library.
