Subject: Public Hearing and Approval of Resolution Adopting the Title VI Implementation Plan
Executive Summary:
Lake County is a recipient of Federal funds and is required to meet federal regulatory requirements for Title VI of the Civil Rights Act of 1964, established by 49 CFR part 21.7.
Title VI ensures that "No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance"
As a recipient of federal funds, Lake County’s Public Works Department is required to have a Title VI Implementation Plan (“Plan”). Caltrans requested that the Public Works Department prepare and submit a Plan, which is attached hereto.
Because other departments receive federal funds, those departments will be subject to the requirements of the Plan. Departments may have different oversight agencies which may have specific requirements. For example, both Caltrans and the Federal Highway Administration oversee the Public Works Department’s adherence to Title VI.
The Plan is based on similar agencies’ plans; however, it was modified for Lake County’s needs. The Plan identifies the Human Resources Director as the Title VI Coordinator and Department Heads as Title VI Liaisons, with each having responsibilities for administering the Plan. The Plan includes noticing requirements and a complaint process with required forms, which are written in English and Spanish. The Plan also addresses the County’s requirements for access to services, programs, and activities by persons with Limited English Proficiency.
The Plan may be updated annually.
