Memorandum
Date: July 7, 2026
To: The Honorable Lake County Board of Supervisors
From: Elise Jones, Behavioral Health Services Director
Subject: Approve and Authorize the Chair of the Board of Supervisors to Execute the Board of Supervisors Certification Form for the Lake County Behavioral Health Services Behavioral Health Services Act Integrated Plan for Fiscal Years 2026-2027, 2027-2028, and 2028-2029
Executive Summary:
On June 23, 2026, the Board of Supervisors adopted Resolution No. 2026-59 approving, adopting, certifying, and authorizing submission of the Lake County Behavioral Health Services Behavioral Health Services Act Integrated Plan for Fiscal Years 2026-2027, 2027-2028, and 2028-2029. The resolution also authorized the Chair of the Board of Supervisors to sign the Board of Supervisors Certification Form required for the Behavioral Health Services Act Integrated Plan submission.
This item follows up on the Board’s prior action by presenting the Board of Supervisors Certification Form for signature by the Chair. The certification confirms that the Board of Supervisors has reviewed and approved the Integrated Plan and certifies that the County will meet its realignment obligations pursuant to Welfare and Institutions Code section 14197, including applicable time or distance standards and appointment time standards, without utilizing waitlists.
Approval of this item does not modify the Integrated Plan or change the Board’s prior approval. Rather, it completes the required certification documentation associated with the Integrated Plan submission process.
There is no additional fiscal impact associated with this action. The Board previously approved and adopted the Behavioral Health Services Act Integrated Plan through Resolution No. 2026-59. This item is limited to execution of the required certification document.
California counties are required to prepare and submit a Behavioral Health Services Act Integrated Plan. Lake County Behavioral Health Services prepared the Integrated Plan for Fiscal Years 2026-2027, 2027-2028, and 2028-2029, and the Board of Supervisors approved and adopted the plan on June 23, 2026 through Resolution No. 2026-59. The adopted resolution specifically authorized execution and submission of all required certifications, attestations, budgets, and supporting documents necessary to complete the Integrated Plan submission process.
The California Department of Health Care Services requires a Board of Supervisors Certification Form as part of the Integrated Plan process. The certification document identifies Lake County, the applicable Integrated Plan period, and includes required certifications related to Board review and approval of the Integrated Plan and the County’s realignment obligations under Welfare and Institutions Code section 14197.
Because the Board previously approved and adopted the Integrated Plan and authorized the Chair to sign the required certification document, this item is being brought forward to include the certification form in the agenda item packet and to allow for signature at the July 7, 2026 Board meeting.
