Subject:                     Approve Long Distance Travel for Sherri DeLaTorre and Mary Pagan to attend the Association of Administrators of the Interstate Compact on the Placement of Children Conference in New Orleans, LA from 5-14-23 to 5-19-23.

 

Executive Summary:

The Interstate Compact on the Placement of Children (ICPC) is a statutory agreement between all 50 states, the District of Columbia and the US Virgin Islands. The agreement governs the placement of children from one state into another state. It sets forth the requirements that must be met before a child can be placed out of state. The Compact ensures prospective placements are safe and suitable before approval, and it ensures that the individual or entity placing the child remains legally and financially responsible for the child following placement. The primary purpose of the ICPC is to ensure that children placed out-of-state are placed with caregivers who are safe, suitable and able to meet the child’s needs.

 

There is an annual training and business meeting for the purpose of improving efficiencies and promoting collaborative relationships in interstate placements.  The next convening is scheduled for May 15 through 18 in New Orleans, LA.  The Director of LCDSS would like the Board’s consent to send our ICPC Liaison, Sherri Delatorre and Program Manager, Mary Pagan, to the conference.

 

A few classes available that will be of immense usefulness include Federal and Congressional updates, NEICE Data analytics and Interoperability, ICWA, Deferred Action for Childhood Arrivals, Human Trafficking, and Marshallese Adoptions in the USA. Therefore, pursuant to 1.3, D, of the County of Lake Travel Policy, we request the Board to approve travel to New Orleans, LA to allow Sherri DeLaTorre and Mary Pagan to attend this beneficial conference.
