Executive Summary:

On August 14, 2025, your Board entered into a contract with Cupples and Sons Construction for the Hammond Park Improvements Project. During construction, unanticipated work related to the water supply for the newly installed landscaping became necessary. The work required immediate completion to protect the new improvements and avoid additional costs to the County, and there were sufficient funding and appropriations in the budget, consequently construction management staff proceeded with a field order. The work is now complete, and staff recommend approval of the change order attached.

The project was completed on schedule and in accordance with the plans and specifications. Project costs were appropriated in Budget Unit 7011, Parks and Recreation, and funded primarily through a $2.3 million Statewide Park Development and Community Revitalization Grant. Remaining costs were funded through Quimby Park Improvement Fees, Parks and Recreation Net County Cost, and the General Parks Reserve (Fund 152). Public Works will now submit reimbursement from the State in the amount of $2.3 million.
