Subject:                     Approve Supplemental Services Agreement Number 6 between the County of Lake and Armstrong Consultants for consulting services related to the Lampson Field East Apron Pavement Rehabilitation Project, in an amount not to exceed $158,947, and authorize the Chair to sign the Agreement

 

Executive Summary:

 

On July 26, 2022, your Board entered into a General Services Agreement with  Armstrong Consultants to provide planning, engineering, and airport consulting services for Lampson Field Airport. Under the General Services Agreement, individual Supplemental Services Agreements (SSAs) are used to authorize specific projects and scopes of work.

 

On April 23, 2024, the County executed Supplemental Services Agreement No. 5 (SSA #5) with Armstrong Consultants for the preparation of plans, specifications, and related engineering services for the East Apron Pavement Rehabilitation Project at Lampson Field Airport. The project will rehabilitate the airport's deteriorated east apron pavement. Construction of the project is anticipated to occur in 2026 and will be funded through FAA grant funding and annual FAA entitlement funds.

 

The term of SSA #5 expired on June 30, 2025, before all authorized services were completed. Supplemental Services Agreement No. 6 (SSA #6) extends the term of the agreement and incorporates the scope, terms, and conditions previously authorized under SSA #5. The proposed agreement establishes a new term from July 1, 2025, through July 1, 2028, allowing Armstrong Consultants to complete the remaining design and engineering services necessary to advance the project to construction.

 

Approval of SSA #6 will allow the County to continue progress on the East Apron Pavement Rehabilitation Project and maintain eligibility for FAA funding associated with the project.
