Subject: Consideration of Amendment Eight to Agreement between the County of Lake and Consor for Final Design and Right-of-Way Services for the South Main Street and Soda Bay Road Corridor Improvement Project
Executive Summary:
On February 24, 2015, the County entered into an Agreement with Quincy Engineering (now Consor) for Final Design and Right-of-Way Services for the South Main Street and Soda Bay Road Corridor Improvement Project. The Agreement was modified by Amendment One on July 7, 2015 to allow for staff substitution and subconsultant cost reduction; by Amendment Two on September 26, 2017 to allow for budget reallocation and task reassignment; by Amendment Three on August 14, 2018 to update certain appraisals and waiver valuations; by Amendment Four on December 14, 2021 to increase the budget to update the underground utility trench design; by Amendment Five on December 20, 2022 to assign the Agreement to the parent company, Consor; by Amendment Six on December 19, 2024 to complete CEQA updates and property acquisitions; and Amendment Seven on April 8, 2025 to include additional environmental and right of way tasks.
This amendment incorporates into the Agreement scope of work the final 100% design of the project (to include coordination for undergrounding of overhead utilities), payment of unanticipated fees for the California Department of Fish and Wildlife Streambed Alteration Agreement permit, and pre-construction field investigations required of the State Historic Preservation Office. The Agreement will be increased by $549,600.00.
Funding for the project comes from a variety of sources to include the State Transportation Improvement Program (STIP), Federal Demonstration Program, Lake Area Planning Council Local Transportation Funds, County of Lake road funds, and utility company tariffs and contributions. Funding is anticipated to be sufficient to complete the preconstruction phases for the complete corridor (e.g. design, environmental, permits, and right-of-way), and construct the South Main Street segment of the project, beginning at approximately the Lakeport city limits and terminating on Soda Bay Road just south of the intersection with Highway 175.

Recommended Action:
Staff recommends that the Board of Supervisors approve Amendment Eight to the Agreement for Final Design and Right-of-Way Services for the South Main Street and Soda Bay Road Corridor Improvement Project with Consor in the amount not to exceed $4,070,813.31 (an increase of $549,600.00) and authorize the Chair to execute the Amendment.
