Executive Summary: In February of 2023, the Lake County Board of Supervisors conducted the first reading of a draft ordinance amending Chapter 5 of the Lake County Code and incorporating by reference the 2022 California Building Standards Code, also known as the California Code of Regulations, et seq. In March of 2023, the Board held the second reading of the ordinance and officially adopted the amendments, incorporating the 2022 California Building Standards Code by reference.
The Building Safety Division and Community Development Director are presenting a draft ordinance to the Lake County Board of Supervisors for the first reading. This ordinance proposes amendments to Chapter 5 of the Lake County Code and adopts, by reference, the 2025 California Building Standards Code, also known as the California Code of Regulations, et seq. This includes adoption of Appendix B: Board of Appeals, Appendix G: Flood Resistant Construction, Appendix H: Signs, Appendix J: Grading of the 2025 California Building Code, Part 2 of the California Code of Regulations Title 24 which is based on the 2024 International Building Code, which is printed by the International Code Council (ICC). Adoption of Appendices AA: Board of Appeals, BI: Light Straw-Clay Construction, BK: Cob Construction (Monolithic Adobe), and BM: 3D-Printed Building Construction of the 2025 California Residential Code Part 2.5, based on the 2024 International Residential Code, published by the International Code Council (ICC).
Recommended Action: a) Waive the first reading of the ordinance to have it read in title only; and b) advance the second reading of the ordinance to the next available agenda.
