Subject:                     (a) Approve the purchase of the RaySecur MailSecur MS300 mail scanner from Command Sourcing Inc., in an amount not to exceed  $120,000 and (b) Authorize the Sheriff or his designee to sign the Purchase Order.

 

 

Executive Summary:     The Lake County Sheriff’s Office requests your Boards’ approval on the attached purchase with Command Sourcing Inc., for Fiscal Year 2025/2026, to address the growing issue of contraband being smuggled into the jail through mail marked as inmate legal mail. Because legal mail cannot be opened by staff, individuals increasingly exploit it to introduce drug-soaked paper and other concealed materials that threaten the safety of inmates and staff. It should be noted; the contraband legal mail is not being sent in by legitimate attorneys. The scanner allows staff to scan sealed legal mail without opening it, ensuring full compliance with attorney-client confidentiality while providing a reliable method to detect hidden contraband. This technology significantly reduces security risks, prevents contraband-related incidents, and aligns our jail with best practices in correctional facility security.

 

On August 13, 2025, a Request for Proposal (RFP) was issued for an Inmate Mail Scanner.    The RFP was posted on the Lake County Sheriff’s website and sent to the following vendors:

                     908 Devices

                     Charmtex

                     Command Sourcing

                     Eclipse  

                     Pigeonly responded via website.

 

A Consultant Selection Board (CSB), consisting of Lt. Jason, Findley, Sgt. Jared Bussard, John Moreta, Mikala Knoll and Kristy Moore was convened and a recommendation was made to contract with Command Sourcing, Inc. 

 

$135,000 is budgeted in the Sheriff/Jail budget with revenue received through the Community Corrections Partnership (CCP) with no cost to the County general fund. 

 

It is requested Your Board approve the purchase of an inmate mail scanner in an amount not to exceed $120,000 and authorize the Sheriff or his designee to sign a purchase order.
