Memorandum
Date: October 20, 2026
To: The Honorable Brad Rasmussen, Chair, Lake County Board of Supervisors
From: Susan Parker, County Administrative Officer
Stephen L. Carter, Jr., Assistant County Administrative Officer
Lloyd Guintivano, County Counsel
Bruno Sabatier, District 2 Supervisor
Subject: (a) Consideration of Composition of an Ad Hoc Committee for WorkDay, the County’s Enterprise Resource Planning (ERP) software; and (b) Consideration of Temporary Paper Payroll Checks in the WorkDay system
Executive Summary:
a) As you will recall, your Board received updates on the implementation of Workday software in County systems. As a result of coordinated discussions and meetings amongst County staff and officials, it has become apparent that an ad hoc committee should be formed for purposes of facilitating and completing this implementation. This Ad Hoc Committee would also be tasked with providing updates and recommendations for your Board to consider as it relates to the implementation of Workday. Chapter 1, Section 6, Rule 2 of the County’s Policies and Procedures state: “Ad hoc committees made up of a sub-set of the Board of Supervisors may be formed by Chair directive or Board action and shall include prescribed duties of the committee. Staff recommends representatives on this Committee include at least the following:
A) Two Board Supervisors;
B) Auditor-Controller (or designee);
C) County Administrative Officer (or designee);
D) Treasurer-Tax Collector (or designee);
E) Assessor-Recorder (or designee)
b) WorkDay, our new Enterprise Resource Planning (ERP) software, deployment is still ongoing as we iron out known issues within the software. It is not uncommon for new ERP software to require post go-live maintenance and tweaks due to issues. One of these known issues is direct deposits for payroll. In order to ensure timely paychecks, it would appear that our best foot forward until further notice is to provide paper paychecks only until we have successful runs of direct deposit paychecks.
