Memorandum

Date:                                          October 27, 2026

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Rachael Dillman Parsons, Social Services Director

Subject:                     Approve Contract between County of Lake and Redwood Toxicology Laboratory, Inc. for Drug and Alcohol Testing, in the amount of $70,000.00 per fiscal year from July 1, 2026, to June 30, 2029, and authorize the Chair to sign.

Executive Summary:

The Lake County Department of Social Services (LCDSS) has contracted with Redwood Toxicology Laboratory, Inc. for many years for the provision of drug and alcohol testing for Child Welfare Service (CWS) client families. Drug testing is, in many cases, required by law, and is necessary to ensure child safety and participant compliance with required programs.

This Contract extends drug testing for an additional three years, while also compensating Contractor for unpaid invoices during the previous Contract period. These previous invoices were for new court ordered drug tests that were not on the original price schedule.

A Request for Proposals (RFP) was issued on April 9, 2026, and three bids were received. Redwood Toxicology Laboratory, Inc. was chosen due to their superior pricing and previous working relationship with LCDSS.
