Memorandum

Date:                                          March 12, 2026

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Luke Bingham, Sheriff/Coroner

Subject:                     (A)  Approve purchase of two (2) 2026 Ford Police Interceptor Utility AWD vehicles from Folsom Lake Ford not to exceed $115,000 from the Sheriff/Rural Funds budget unit 2206 object code 62.72; (B) Waive the formal bidding process pursuant to Lake County Code Section 2-38.4, Cooperative Purchases; and (C) Authorize the Sheriff/Coroner to sign the purchase order.

Executive Summary:    The Sheriff’s Office requests your board’s approval to purchase two (2) Police Interceptor Utility AWD vehicles. These vehicles are marked patrol units and will be used by the Enforcement Division.  The Sheriff’s Office last purchased marked vehicles for the Enforcement Division in 2024.

The State of California maintains a contract with Folsom Lake Ford for Enforcement Vehicles, Police Pursuit, at contracted pricing available to the State and local governmental agencies in accordance with the requirements of competitively bid Contract No. 1-22-23-14C. Under this contract, the contractor supplies the entire portfolio of identified vehicles and serves as the primary point of contact for data collection, reporting, and distribution of enforcement vehicles to participating agencies.

The current contract term is May 11, 2022, through May 10, 2027, with an option to extend for two (2) additional one-year periods, or portions thereof. Any extension of the contract requires mutual agreement between the Contractor and the State. If mutual agreement cannot be reached, the contract may be terminated at the end of the current contract term.

The Sheriff’s Office requests that the Board waive the formal bidding process pursuant to Lake County Code Section 2-38.4, which allows the County to “piggyback” on competitively awarded contracts from other governmental agencies.

Funding for this purchase is allocated in the Sheriff/Rural Sheriff’s budget 2206, Object Code 62.72.  Due to the increased costs of purchasing vehicles and in order to rebuild the vehicle trust fund budget 2217 back to acceptable levels, monies were allocated in this budget at mid year for this purchase
