Memorandum

Date:                                          February 25, 2025

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Elise Jones, Director of Behavioral Health Services

Subject:                     Consideration of Amendment No. 1 to the Agreement Between County of Lake and Manzanita House For Adult Residential Support Services and Specialty Mental Health Services for Fiscal Years 2022-23, 2023-24, and 2024-25 in the amount of $728,000.

Executive Summary:

This item seeks Board approval for Amendment No. 1 to the Agreement between the County of Lake and Manzanita House for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Years 2022-2023, 2023-2024, and 2024-2025.

Under the original Agreement, effective July 1, 2022, Manzanita House was contracted to provide essential adult residential support and Specialty Mental Health Services (SMHS) to Medi-Cal beneficiaries in compliance with the California Department of Health Care Services (DHCS) guidelines. These services play a critical role in meeting the County’s obligations under the Medi-Cal SMHS program to provide non-institutional residential services and support for individuals with serious mental illness who require 24-hour care in a community-based setting.

Due to higher-than-projected utilization of these services, the County proposes this amendment to increase the contract maximum by $233,000, bringing the total compensation to $728,000. The additional funding will ensure the continued delivery of these vital services without disruption and support the County’s compliance with state and federal requirements under Welfare and Institutions Code Section 5600 and related regulations.

This amendment aligns with Lake County’s Purchasing Ordinance by addressing an emergent need through an appropriate contract modification. The additional costs will be funded by federal, state, and local sources, contingent upon appropriations and funding availability.

Approval of this amendment will enable Manzanita House to continue supporting some of Lake County’s most vulnerable residents by providing necessary residential and mental health care services in a stable and supportive environment.
