Subject:                     Approve the Plans and Specifications for the Emergency Operations Center Building Improvements Project and Authorize the Public Services Director to Advertise for Bids

 

Executive Summary:

 

The plans and specifications are complete for the Emergency Operations Center (EOC) Building Improvement Project. The project’s primary focus is on structural upgrades required by code for an essential services facility, as defined in the California Building Standards Code. Additional work includes installation of a security door between the EOC/Office of Emergency Services and the Alternative Work Program (located on the east side of the building), functional floor plan adjustments, restroom modifications as a result of the aforementioned changes, and related modifications to the building’s mechanical, electrical, and plumbing systems. Public Services capital project management staff, along with Strata Architecture & Planning, worked with the Sheriff’s Office to develop the project scope and design documents.

 

Project funding comes from a $988,600 EOC Grant from the U.S. Department of Homeland Security, awarded through the California Governor’s Office of Emergency Services, covering 75% of project costs. The required 25% local match of $329,533 will be funded through local cannabis revenues. The estimated construction cost for the base bid is $1.1 million, with appropriations budgeted in Budget Unit 1785, Public Safety Facilities.

 

In accordance with State law and County policy, Board approval of the project plans and specifications is required before advertising for construction. The plans and specifications are available for review at the Public Services Department. Upon Board approval, staff will proceed with soliciting bids for construction.
