Subject: Consideration of initiating discussions with City of Clearlake Delegation to Discuss Potential Changes to Governance Model for LACOSAN
Executive Summary:
A) On April 4, 2024, the City of Clearlake requested the Board of Directors/Board of Supervisors engage in discussions with City officials on a governance model that would provide greater involvement from the City in maintenance and operations of the District.
Supervisor Owen and Supervisor Sabatier have met and discussed with Special Districts, Lake County Administration and the City of Clearlake about this request. We are requesting that the Board of Supervisors approve initiating discussions with the City of Clearlake delegation to seek various options on how future engagements will be handled between both jurisdictions.
B) We request a County delegation made of one (1) Administration team member, Special Districts Director Robin Borre, District 1 Supervisor Helen Owen and District 2 Supervisor Bruno Sabatier to represent Lake County.
