SUBJECT: Consideration of (a) Agreement Between the County of Lake and Quincy Engineering, Inc. for Engineering Services for Replacement of Clover Creek Bridge at First Street; (b) Agreement Between the County of Lake and Quincy Engineering, Inc. for Engineering Services for Replacement of Clover Creek Bridge at Bridge Arbor North Road; (c) Agreement Between the County of Lake and Quincy Engineering, Inc. for Engineering Services for Replacement of Clayton Creek Bridge at Clayton Creek Road; and (d) Agreement Between the County of Lake and Quincy Engineering, Inc. for Engineering Services for Replacement of Cooper Creek Bridge at Witter Springs Road.
EXECUTIVE SUMMARY: On August 8, 2016, the Department of Public Works issued a Request for Proposals (RFP) for Engineering Services for Replacement of Four HBP-Funded Bridges. The bridges included in this RFP were Clover Creek Bridge at First Street (14C-0015), Clover Creek Bridge at Bridge Arbor North Road (14C-0022), Clayton Creek Bridge at Clayton Creek Road (14C-0031), and Cooper Creek at Witter Springs Road (14C-0119).
Proposals were received from Burne Engineering and Quincy Engineering as a result of the solicitation. A Consultant Selection Board (CSB) reviewed the proposals in accordance with Caltrans Local Assistance Procedures Manual (LAPM), Chapter 10, and the County of Lake policy for review and selection of professional consultants, and ranked Quincy Engineering as the top-ranked firm. Staff negotiated the proposed fee with Quincy and they have agreed that the fee for their services will not exceed the following amounts:
Clover Creek Bridge at First Street (14C-0015) $361,929.10
Clover Creek Bridge at Bridge Arbor North Road (14C-0022) $383,133.19
Clayton Creek Bridge at Clayton Creek Road (14C-0031) $339,438.91
Cooper Creek at Witter Springs Road (14C-0119) $329,164.77
Staff has prepared four stand-alone agreements since each bridge is funded under its own separate Federal Project Number.
The Federal Highway Administration (FHWA) and Caltrans offer Federal Highway Bridge Program (HBP) funds and California Toll Credit funds to eligible projects such as this project. The FHWA, in an agreement with Caltrans, provides for the use of toll credits in lieu of local matching funds. Therefore, this project is 100% funded, through construction, with state and federal funds.

RECOMMENDED ACTION: Staff recommends that the Board of Supervisors:
• Approve the Agreement for Engineering Services for Clover Creek Bridge at First Street with Quincy Engineering in the amount not to exceed $361,929.10; and
• Approve the Agreement for Engineering Services for Clover Creek Bridge at Bridge Arbor North Road with Quincy Engineering in the amount not to exceed $383,133.19; and
• Approve the Agreement for Engineering Services for Clayton Creek Bridge at Clayton Creek Road with Quincy Engineering in the amount not to exceed $339,438.91; and
• Approve the Agreement for Engineering Services for Cooper Creek at Witter Springs Road with Quincy Engineering in the amount not to exceed $329,164.77; and
• Authorize the Chairman to execute said Agreements.
