Subject:                     Approve Contract between the County of Lake and Lake Transit Authority for Local Public Transportation Services in the Amount of $65,600, from July 1, 2022 to June 30, 2025, and authorize the Chair to sign.

 

Executive Summary:

Social Services has contracted with Lake Transit Authority since 1999 to provide transportation to eligible CalWORKs participants so they can participate in Welfare-to-Work Activities.   Transportation services, provided in the form of bus passes, help participants to access to local public transportation and can be used to travel to and from important appointments, job interviews, and more. This service helps families to achieve the ultimate goal of self-sufficiency.

 

Lake Transit Authority is the only local public transportation agency that serves the high traffic areas in Lake County.  This essentially makes them ‘sole source’ and is a cost-effective solution to assisting CalWORKs clients needing transportation.  Welfare-to-Work regulations (MPP 11323.2) mandate transportation shall be the least costly form of public transportation.  In Lake County, that happens to be a monthly bus pass, which we provide to WTW participants who request transportation assistance, unless that form of transport does not meet their needs or is not available in their area.  Due to the unique nature of this service, DSS is requesting an exemption from the competitive bidding process using Section 38.2(2) of the County Purchasing Ordinance #3109.

 

In order to improve efficiency of Contract funds spent, Social Services has adjusted the terms of services under the Contract to better fit clients’ needs. In doing so, the overall Contract cost has been significantly reduced when compared to prior years.
