Subject: Consideration of requesting Armstrong Consultant to provide a Lampson Field airport expansion conceptual plan
Executive Summary:
Lake County’s Lampson Field is an important local asset. However, currently only small Cessna style planes are able to utilize its runway. Fixed wing medical transport, CalFire, and more cannot utilize the airport if it remains as is.
There is incoming businesses and current businesses that plan to utilize airports outside of Lake County due to Lampson Field’slimited runway length and proximity to mountainous areas.
With Congressional Community Projects and the upcoming release of infrastructure bill funds, it is possible that with expansion plan funding can be obtained to help build out Lampson field in a way that can benefit the future growth and economic development of Lake County. But without a plan, funding sources will remain difficult to access for this purpose.
Armstrong Consultants have already been acquired through a contract signed on July 26, 2022 for engineering and design services regarding airport improvements, maintenance, lighting, drainage, and more. Approval of moving forward with requesting Armstrong Consultants provide a airport expansion plan will require a Supplemental Services Agreement which would be brought back to the Board for consideration as well.
In the initial conversations with Armstrong Consultants the cost of the airport plan would be estimated at $34,104. Provided to the Board is the attachment on the potential Scope of Work and Cost of this endeavor.
