Memorandum

Date:                                          August 22, 2025

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Luke Bingham, Sheriff/Coroner

Subject:                     (A) Approve a three-year contract with two one-year extensions between Robinson Oil Corporation and the County of Lake to provide fleet fuel services for the Sheriff’s Office and (B) authorize the Chair of the Board of Supervisors to sign.

Executive Summary:   In April of 2025, and in accordance with the County of Lake Purchasing Procedures, the Sheriff’s Office solicited proposals from qualified vendors to provide fleet fuel services for our vehicle fleet. Request for Proposals (RFPs) were sent to five vendors, including Robinson Oil Corporation, Redwood Oil, Westgate Petroleum, HS Energy, and Mt. Konocti Gas. The RFP was also posted on the Sheriff’s Office and County of Lake websites (Exhibit A).

Following this solicitation process, we received a single proposal from Robinson Oil Corporation (Exhibit B). The Sheriff’s Office then worked with Robinson Oil to draft a three-year agreement with two one-year extensions that ensures a reliable, cost-effective, and efficient fuel supply to support ongoing operations (Exhibit C).

Given the critical need for uninterrupted fuel services to maintain our emergency and routine response capabilities, I respectfully request your Board’s approval of the attached three-year contract between Robinson Oil Corporation and the County of Lake.
