Subject:                     Approve Supplemental Services Agreement Number 12 Landfill Environmental Services for $112,860 for the 2026-2027 Monitoring and Reporting Program and authorize Chair to sign

 

Executive Summary:  The Public Works Department regularly requires professional environmental services at the Eastlake Landfill for work such as testing, sampling, reporting, monitoring, engineering, and other services necessary to comply with landfill permit and operating requirements. The Eastlake Landfill is subject to water quality protection standards administered by the Central Valley Regional Water Quality Control Board through the issuance of Waste Discharge Requirements (WDR’s) and a Monitoring and Reporting Program (MRP).

 

The project covered by this Supplemental Agreement shall include the 2026 - 2027 MRP as required by Central Valley Regional Water Quality Control Board Order WDR Order No. R5-2024-0033 for the Eastlake Sanitary Landfill.

 

In 2024 your Board approved a General Services Agreement with SHN following a qualifications-based selection process for landfill environmental services. Consequently, this Supplemental Services Agreement is in compliance with the County’s competitive selection policy. SHN has extensive knowledge of the site and has successfully led the development of the CAP, and their continued involvement will ensure consistency, regulatory compliance, and technical accuracy throughout the implementation process.
