Subject:                     Approve Contract between the County of Lake and Redwood Community Services, Inc. for the Provision of SB163 Wraparound Services in the Amount of $402,393 per fiscal year, from September 1, 2022 to June 30, 2025, and authorize the Chair to sign.

 

Executive Summary:

Redwood Community Services Full Fidelity and High-Quality Wraparound Program is a dynamic process of planning, implementing, and coordinating services and supports to improve the lives of youth and families with complex needs. The Wraparound process is founded on four key elements: (1) grounded in a strength’s perspective, (2) determined by families, (3) driven by individualized needs, and (4) supported by an effective team approach.  It utilizes both informal and formal support and community resources, and always includes a plan for step down and transition from formal services.

 

Redwood Community Services has provided children and youth in Lake County with Wraparound Services since 2010, enabling children and youth to remain in the community in the lowest level of care possible.  During this time RCS has provided High Quality Wraparound to 203 children, youth, and their families. 

 

Redwood Community Services is honored to have worked with 16 families in the 2021-2022 fiscal year and served 8 families during the 2022-current fiscal year, with participants being referred by both Lake County Juvenile Probation and Lake County Child Welfare Services.  10 of these families are actively receiving Wraparound services.  RCS has celebrated 10 graduations during the last 17 months.  These families have worked with their formal and natural support teams to reach their individualized goals. Families who have graduated have stated:

“I thought I was doing something wrong due to my history with my kids, Wrap helped me identify that my son needed mental health services and I needed the support.”

Meeting families where they are and helping them find their plan to success is what Wraparound helps families do each day.  Redwood Community Services looks forward to continuing to provide Full Fidelity and High-Quality Wraparound services to our community.

 

DSS issued a Request for Proposals (RFP) in June of 2022 and RCS was the only agency to submit a bid. Through the RFP process, Social Services was able to reduce the yearly amount of this Contract by $461,607, while still ensuring quality services are provide to youth receiving Wraparound services.
